It's just reusing the comedic tropes that are typically associated with straight male duos, like fat friend & lanky friend, nerdy black best friend, etc. I guess it's because the people who create those characters are typically not attracted to men, so they don't bother with making them attractive, or they don't know how. Some of those characters, like OP pic, weren't even meant to be gay from the beginning.
They have contrasting skin tones because that's how most couples in cartoons look like nowadays, because of wokeness and aesthetic reasons.
