In terms of who is most similar to, he is clearly based on the Zodiac Killer and his motivation/plan does seem more like Anarky

He had all the core character traits the comic counterpart had, and most people are throwing a shitfit because he wasn't wearing a green suit and stealing some insert museum piece here. Taking VISUAL cues from a real life killer doesn't change this fact

To date, the only book-to-screen adaption that I have not liked was Heat Legend as the Joker.

And everybody, to this day, loved it. Every single of person on the planet Earth, loves it. They cite it as the single greatest performance in all of media, from the years 5000BC to this very day. Nobody has ever "acted" as an actor, better than Heat Legend as the Joker.
