America is an actual name given to girls in Latin America. Like actress America Ferrera and her mother, or pic related who was a woman that went missing and ended up dead. It's not a common name and some people view it as the equivalent of how Americans would view someone who names their kid after a US State but it's something that happens and it's far from being the weirdest name.
America Chavez' creator named her that because he was doing a team of teenage characters that represented older character and Chavez was a play on Miss America but at that point she wasn't a Lesbian not she could use portals or whatever, she was just an angry Latina stereotype who didn't wear underwear.
