He was always trying to create a type of movement, something borderline religious. That's why they had him wear the priestly robe. The poster is showing a vision of a world that embraced his vision. One where he's revered as a savior. That might be what THE BOOK OF SAW subtitle from Spiral is eluding to, a kind of Jigsaw bible. There was suppose to be a part 2 to seven, which probably would have gone in this direction more, but it was crammed into one movie and rushed at that because Saw 6 fell off at the box office
