I'm sure they must have had a whole lot of various ideas for the clean up that they did not cover in the series, but much like the idea about shooting the graphite off of the roof, there might have been fears of spreading radioactive materials from the building collapsing (particles carried by dust, graphite getting flown around, etc). I also imagine demolition work could have posed a risk for damaging the fourth reactor's foundation, and negate the miners' efforts.
They did eventually build a sarcophagus around the damaged building, but even that construction effort required the graphite to be cleared off of the roof.

There's lots of graphite laying around. Graphite is a hard material. Coat the broomsticks in graphite to make them harder and less likely to break. On the tip of each broomstick you can put some of the nuclear fuel lying around because it's already hot and will just melt the graphite off the roof. This isn't difficult and just shows how much more big brained humanity has evolved since Chernobyl because I was easily able to come up with this and they couldn't a century ago
