Well if you take the theory people have that Leto Joker is actually a Robin tortured into insanity by the OG Joker this might still be an OG Joker origin story (not featuring Batman). So it doesn't necessarily have to be a soft reboot or non-canon. I mean sure WB said that it was separate from their main canon but they've also said they're going to movie away from the idea of an extended universe and more towards movies about individual characters so it doesn't have to be thought of as being a weird outlier.

They don't retire these characters because someone else coming up behind you might enjoy them as a kid like this person did with Ledger's Joker.
