Sandy was originally created to be Spongebob's ambiguous romantic interest, but they dropped the idea almost immediately once they realize the dynamic didn't work. You can still see traces of it in her first couple of episodes.

Are they really not couple? I remember an recent episode where Sandy's nieces came over and referred to Sponge bob as Uncle Spongebob. I think they are together but it will never get mentioned.

there's a lot of ideas they had that appeared in Season 1 that they either completely abandoned or it took a long time to revisit, like among other things the idea of characters besides Plankton being in the role of recurring antagonist(hence why Bubblebass and Flats Flounder mostly disappeared from the show after season 1 until they reused the former recently)

The karate and hibernation episodes were essentially just "Spongebob and Sandy go on a date" episodes just slightly reworked we you think about it.

The park scene is a great example of sexual tension. Spongebob ask Sandy what's better then a picnic in the park and she immediately responds with karate and Spongebob immediately responds to her with "Right now?" excitedly. They could have found a middle ground by keeping things platonic but hinting more. I think the hibernation episode is a strong example, with the premise staying the same but minor adjustments being made to dialogue to suggest SpongeBob might have a crush on her. Giving her a part in the movie would have helped too considering it's a pseudo-finale. They could have had a b-plot with Sandy being the only sane person in the city after Plan Z was activated, and she's the one who gets in contact with SpongeBob and Patrick, with that being the thing that could have lit a fire under their ass in that scene where they're about to give up. And maybe have her give him a kiss on the cheek before Ocean Man for good measure. Nothing game changing obviously, but it's sort of cool to think about. In an alternate universe parents wouldn't be questioning if he and Patrick are gay for each other.
