As a long time fan (but a bit of a late comer, found out about it in 2001-2003), the closest thing to SEL would be Twin Peaks' Season Three. As far as I'm aware, no Western series has done something in that vein ever. And I'm not even a weeaboo, I dropped anime altogether close to a decade ago, probably more.
In terms of comics things start getting easier. Ellis, Hickman, sometimes Morrison evoke the sort of story and feel Lain went for.
