The first bunch of episodes were VERY Webby focused and Scrooge was relegated to B plots at absolute best, heck Donald probably only had like 3 whole minutes of screen time outside of the first two episodes. It's gotten better since then. Webby dialed way back, lots of different characters to focus on, some Scrooge backstory, etc. Except for Donald. They still do almost nothing with Donald.

His "big moment" they made it so that distinctly it wasn't him in his voice, as they cannot see him as badass or a distinct character on his own
Season two gave him a bit more time, but then they have the moon plot specifically so he won't be mentioned for almost the entirety of season 2.
This isn't some random one like Fenton, this is who they label a "major character". Potentially the least used "major character" in any medium.
Every time he's brought up on social media it's in a condescending or mocking way. Like during his 85th birthday when they mocked him and turned attention to Della. Given the show is known to have Disney influence aspects they wanted it to be (such as it being GF-inspired), it's quite obvious Disney made them put Donald in when they had no intention to.

I asked Frank about the character on Tumblr and he made a point of telling me how his cameo in the original series didn't get his personality right at all. It really made me think they were going to use him, but this happened before the second season was greenlit, so I'm just not sure anymore.
