Animation was straitjacketed by business and politics for a long time. If we're getting a decent cartoon every now and then it's because some creator managed to stand up and convince the suits that his vision was not just artistically appealing but also economically viable and that's just one element of making it work.

It will never stop bothering me that these kinds of images always use that same image from the Gravity Falls Pilot instead of the actual show, that and the use of Phineas and Ferb at all since it visually has absolutely has nothing in common with the art styles of other 2010s. That and the fact that the show began 3 years before the turn of the decade anyway, and the characters were designed way back in the 90s. There's really nothing that ties them together.

Phineas and Ferb isn't a 2010s show though; while there were some character design tweaks because of the change in animation techniques, the look of the main characters were still pretty much the same in 2007 as it was when they were created back in 1993/1994.

00s was the time of stylized and blocky characters made popular by the Genndy/Tartakovsky toons. It was also the time of John K inspired extreme reactions and gross out humor.

70s- Hanna Barbera rules the TV cartoon space, even if its not HB TV cartoons are vastly limited because few people are willing to put real money into TV animation.

80s- An era where most TV animation was made to sell toys ergo most cartoons had a more realistic Aesthetic. Most artists are more clasically trained too, so most art had a lot of basis in somewhat realistic designs. There was some rooms for creativity depending on the cartoon and how they wanted sell it.

90s " Shitty toy commercials fell out of favor, so a lot of networks where just looking for shit that got people to watch. This result in the best diversity in TV cartoons that will probably ever exist. The diversity of styles is further heightened when studios found out the could import anime wholesale for cheap.

00s- A bizarre period that was painted by a various influences. Some of the most shit cartoon live here, never finding its own voice but it also holds a fair bit of gems for those who look.

10s'= Artists who no longer classically trained churn out mostly easy doodle characters that are easy to recognize, easy for Koreans to draw, and also fairly easy to convert to merchandise. A popular trait is introducing "lore" to a cartoon, but due to its mostly episodic nature it never really pays off like Anime counterparts. This decade is probably the first decade where cartoons made to be sold to children gain massive adult audiences.
