Jack Knight, Starman.
Goes from being a normal joe that sells antiques to a competent hero that manages to live up to his fathers legacy.

Mostly it's covered in the origin issue(s).

Starman took a while to learn the ropes.

Tim Drake had a mini or two that focused on training.

Issue one till the end.
Trust me it has the most satisfying start to finish. So many things come together in the end that it makes the whole story great.
Its like Ostranders Spectre without the 90s political baggage.
