I mean this is something to consider. Neglectful as he is, he's never forced Dib to be what he wants him to be despite showing open disapproval for Dib's hobbies. Membrane could easily just chain Dib to science and take away all his paranormal hunter resources but he doesn't, he just chooses to let Dib work through that himself.

So he's neglectful but....he's not the worst, I guess.

I liked how he was open to the possibility that extraterrestrial life existed, given the unimaginable scale of the universe but doubtful that any communication would be possible because of the lack of FTL technology. Which is generally the prevailing view today.
