In the cartoon, you could come up with the explanation that the reason why her electricity harmed Superman is because her powers were partially derived from him (the lightning passed through Supes and into her).

I know, but most supervillains don't really have the motivation to keep at it. My personal thought on the matter is that Livewire is narcissistic, greedy, easily slighted, and is fairly low empathy. Pre-Livewire Leslie is basically asshole attention whore, which the accident exacerbated by giving her a bunch of power and removing most societal restrictions placed on her, magnifying her worst traits. She could be a decent person, but that would mean admitting her behavior is wrong and she's never going to do that. Basically, Leslie is the kind of woman who'd smash up your car because she thought you were cheating on her, then when it turns out you weren't cheating on her she'd blame you for making her think you were cheating on her.
Considering how little Volcana appears in the show and how she wasn't ported to the comics, I just assume that Volcana mostly just does it out of boredom and having no other life skills following her first appearance.
