The answer would be no. Steven has not "forgiven" the space dictators for their space conquest. Defaulting to Hitler is kind of tiresome, since there were many nazis and japanese from WWII who indeed got away with horrific experiments on human subjects in exchange for their research notes, their criminal status cleared. And then we have freedomland and their various escapades in "freedom", and we might as well nitpick all of human cruelty from the dawn of time.

That's just the opposite of what actually happened. The right to secede was explicitly stated in constitution of USSR under article 72. That's pretty unique. The absolute majority of countries (including USA) doesn't have it. Honestly I don't know if any modern state has it. When time came countries which wanted to secede did it peacefully using this article.
