Daphne's not interesting -- she was just a generic hot girl who would never talk to the likes of most of the show's viewership and wouldn't have anything good to say even if she did. The reason Velma's popularity peaked so much compared to hers was because her more mundane, "hidden" attractiveness, actual personality and more conservative fashion sense meant that people could more easily project a more approachable female personality onto her.
